It sounds like, to me, that the mafia family that aims to own the world has 3 world powers that prevent that. One of those powers, they control the leaders but not the population because of a pesky little thing called a constitution and a second amendment. Using that country as a pawn to get control of the other two is worth it because if the war gets so bad that it devastates the population, that would then give them control of the people as well as their leaders. And there is a good chance of getting the other two countries under their control in the process as well. Someone who has made the choice to kill for a career, you would hope, would be smart enough to figure this out. Why wouldn't they do what is necessary to prevent the death of millions. Or do they all just mindlessly take orders?
